Hex vs RGB

Hex is the #RRGGBB format—e.g. #3498db. It’s standard for web and CSS. RGB gives you three numbers (0–255) for red, green, blue—e.g. rgb(52, 152, 219). Both represent the same colour; use whichever your tool expects.
